सतनामी महा सभा छत्तीसगढ़ संभाग द्वारा दिनांक २७ जनवरी १९२६ को सी.पी. & बरार के गर्वनर को एक ऐतिहासिक आवेदन पत्र सौंपा गया था.  गर्वनर श्री मांटेग्यु बटलर के मुख्य सचिव श्री आर. ए. विल्सन जांच पड़ताल के बाद २० अक्टूबर १९२६ को राजकीय आदेश  प्रसारित किया जो तत्काल प्रभावशील हुआ- आदेश अंग्रेजी में पढ़ें-

Subject : Petition from the Satnami Maya Sabha of Chhattisgarh

Sir ,
           I am directed to invite a reference to the petition, Dated the 27 the January 1926,  which presented to his Excellency the Governor at Bilaspur by your self and others on behalf of the Satnami Maya Sabha of the Chhattisgarh Division. The requests made in the petition have been duly Considered by the Government of the Central Provinces and I am now directed to communicate the following order on them :-

(1)  you ask that Satnamis be called Satnamis and not Chamars.  It has been decided that Satnamis shall be shown as separate group in the census .  Written  instructions are also being issued that in official papers Satnamis shall not be referred to in future as Chamars.

(2)   You ask for the grant of educational facilities to Satnamis boys.  The Satnamis will now be included explicitly among the Classes to whom special concessions are made according to the education manual.

(3)  You complain that Labour for inadequate wages is exacted from members of your community.  The resettlement of the districts of the Chhattisgarh Division is about to be commence and Government will instruct the settlement officers concerned to go into the matter.

(4)  You ask for the protection of the Law against the treatment of your people by high caste Hindus.  The law already gives the some protection to you as it does to all other communities.

(5)   Your request for an increase in the number or nominated members from the depressed classes.  Central provinces Legislative Council had already been considered by this Government of India have sanctioned recently an increase in the number of such representative from two to four.

(6)  General instructions have been issued for the nomination on local bodies of suitable persons belonging to the depressed classes, where such persons are available, in accordance with the council presalution passed on the 10 the August 1921 , and accepted by Government, and such nomination have actually been made in some districts , e.g. Raipur and Durg.   1 th   is also now laid down that the representation of the Satnamis as district from the Chamars may be considered where they are found in large numbers.

(7)  The numbers of provincial representatives on the legislative Assembly is not fixed by this Government .  Your request that a member of the depressed classes from the central provinces should be nominated to the Assembly will borne in mind should the Governor in the council be consulted on this point by the Government on  India.

(8)  Your request that Satnamis be employed made freely in Government departments . No department of Government is closed to members of your community by order of Government.  The extent, however, to which Satnamis can be employed must be depend  to a considerable extent on the unishes of the public served by Government employes and in the present state of the public opinion the wish to be Servant by Satnamis is not prevalent .  Government will gladly take advantage of any charge
Of public opinion in this respect and officer are being instructed watch for and take advantage of it.
