Governor of the Central Provinces and Berar may it please your Excellency.
On behalf the Satnami Maha Sabha of the Chhattisgarh Division , established for the elevation of the Satnami - a section of the Depressed classes in central provinces , we beg most respectfully to Satnami this memorandum to your
Excellency for your Excellency' s favourable consideration .
Your Excellency is no doubt well aware that is Hindu society there are castes and sub- castes , high and low , and about of one fifth of Hindu World in depressed and untouchable . The Satnamis of Chhattisgarh Division come in the category of the depressed classes and although their member in comparatively large .
They are the most backward community of these provinces .
As your Excellency in visiting these Districts with the intention of acquiring intimate knowledge of all classes of the people , we crave this opportunity of placing our grievances and wants before your Excellency , and fervently hope that
Your Excellency will redress them and supply our wants.
The Satnami do not do the chamar' s work. There occupation in agriculture and menjul work , and we pray your Excellency may be pleased to order a circular to be issued to the effect that the Satnamis should be called Satnamis and not the chamars.
We have mentioned above that we are the most backward community Illiteracy is the most cause of our backwardness, unfortunately our students are still refused admission in most of the public school and where they are admitted they are shown differential treatment and although the compulsory primary education act was passed long we regret to submit that not a single village in whole of the Chhattisgarh Division was selected for compulsory primary education, and so we beg to Satnami that perhaps it would be better if primary education would be made a provincial Subject and the higher and Collegiate education , would be transferred to the Local Bodies .
Agriculture is the Principal occupation of the Satnamis , but owning to their Illiteracy and Ignorance many village proprietors and thousands of ordinary families have been deprived of their lands , and have now become drawers of water and hewers of wood . Enforced labour is commonly exacted from them for very low wages or for no wages at all . We regret to admit that the law Courts are ineffective in redressing these our grievances and we therefore hopefully appeal to your Excellency to appoint an impartial officer or a Committee to enquire into these grievances and to redress them.
Religious, Social or even political awakening among 60th the Satnamis and other depressed classes of the Districts , results in their Social boycott and other hardships by the higher caste Hindus and we trust we shall not be asking too much if we implore your Excellency's Government to give us protection as for as the law allows it .
Two representative of the depressed classes have been nominated on the Legislative Council of this province, but these being only a drop in the political ocean and considering the recommendation of the Muddiman Committee . Your Excellency's Government may be pleased to increase the number of the nominees from among the depressed classes . We also beg to submit that in this Division the principle of nominating the depressed class members on local bodies is not liberally observed , will be nominated on the local bodies.
Your Excellency might be aware that The Government Of India have accepted the principle of nominating one representative of depressed classes in the
Legislative Assembly and we hope your Excellency will favourably consider the Expendienry of recommending a representative of the depressed classes of this province for the Legislative Assembly at first opportunity.
Post of constables in Police Department as well as those of mental servants in the various department should not only be open to members of the depressed classes, but we pray that the Customary discrimination of Government officials against such should be removed .
